The Hierarchy of Chaos

Sloan lived in the "Silt," the lowest level of New York's vertical city, where the air tasted of ozone and desperation. Above him were the Mid-Tiers, and above them, the Spire, where the Hegemon ruled with a mathematical precision that bordered on the divine.

Sloan was a "Glitcher." He had discovered that the social hierarchy was managed by a series of behavioral protocols. If you followed the protocol, you stayed in the Silt. But if you could "glitch"—perform an action that the system couldn't categorize—you could temporarily bypass the security gates and ascend.

He spent years mastering the art of the glitch. He would enter a high-tier club by walking backward and humming a forgotten folk song. He would gain access to the corporate archives by pretending to be a malfunctioning cleaning robot. He rose through the ranks, not by merit, but by being the most unpredictable man in the city.

"The system is a joke," Sloan told his followers in the Silt. "It only works if you play by the rules. I'll show you how to break the world."

He finally reached the Spire. He stood before the Hegemon, a man who looked more like a statue than a human.

"You've come a long way, Sloan," the Hegemon said, his voice a perfect, modulated tone. "Your 'glitches' were quite impressive. You've managed to bypass every security layer we have."

"I've beaten your system," Sloan sneered. "I'm the anomaly you couldn't predict."

The Hegemon smiled, a cold, mechanical movement of the lips. "Predict? Sloan, we didn't predict you. We *cultivated* you. The system is too stable; it becomes stagnant. We need 'glitchers' to act as organic stress-tests. You found the holes in our security, and in doing so, you showed us exactly where we needed to strengthen the walls. Your 'rebellion' was the most efficient audit we've ever had."

Sloan looked around the room and saw a dozen other "rebels" from different eras, all sitting in gold-plated chairs, looking bored and broken. They were the previous auditors, kept as trophies of the system's evolution.

"You're not a glitch, Sloan," the Hegemon said. "You're a quality-assurance tool. And now that you've found the last remaining holes, your function is complete."

The floor beneath Sloan opened. He didn't fight as he fell back toward the Silt. He just wondered who the next "rebel" would be, and how much the Hegemon was paying them to believe they were free.
