The Bureaucracy of Peace

The Office of Species Integration was a beige labyrinth of filing cabinets, flickering fluorescent lights, and the eternal, depressing scent of lukewarm coffee. It was a place where hope went to be processed, stamped, and filed in triplicate. I am a Grade 4 Clerk, and my job is to process the 'Harmony Permits'—the official documents that allow a Natural and an Augmented to share a living space or conduct business without a government chaperone.

The Great War ended three years ago, not with a grand treaty signed in a gilded hall, or a heroic sacrifice that inspired a generation. It ended with a simultaneous, systemic failure of the logistics networks on both sides. The Augmented ran out of synthetic proteins; the Naturals ran out of ammunition. We didn't find peace through understanding or forgiveness; we found it through exhaustion. We simply stopped fighting because we were too tired to remember why we hated each other.

My desk is piled high with permits from people who still despise one another with a passion that borders on the religious, but who are now forced to coexist by the sheer necessity of survival. I spend my days stamping forms that pretend the hatred has vanished, creating a paper trail of harmony that exists only in the files of the Department of Integration.

Yesterday, I saw a Natural and an Augmented sharing a cigarette in the rain outside the office. They didn't speak. They didn't smile. They didn't even look at each other. They just stood there, two ghosts in a city of paper, waiting for the next order from a government that didn't know they existed. It was the most honest interaction I had seen in months.

There is a certain comfort in the bureaucracy. It provides a structure to the void. As long as the forms are filled out correctly and the stamps are in the right place, we can pretend that the world is making sense. We can pretend that the 'Peace' is something real, and not just a temporary ceasefire between two species that are waiting for the next logistics failure to start killing each other again.

I went home to my small, grey apartment, filed my own residency papers, and fell asleep to the sound of the rain. I don't dream of a better world; I just dream of a day when the coffee in the office is actually hot.
